| Illinois law requires that individuals conducting or transacting a business under any name other than the real name or names of the owner(s) conducting or transacting the business must file an Assumed Business Name Certificate with the County Clerk in the County in which the business is located. This requirement includes registration for sole proprietorships and general partnerships.

A Special Use Permit and Bonding for Contractors for businesses that are located out of your home may be required. Please contact the the Rock Island County Zoning and Building Department at (309) 558-3771 for more information.
Rock Island County does not issue general permits or licenses to operate a business. Contact the city or village in which the business is located for local licensing requirements.

Applications
Click here to download the Assumed Business Name Application and Instructions. The Assumed Name application must be completed, printing the name and physical address (not PO Box) of the business, and the names and physical home addresses of all owners/partners in the business. You can then deliver the application along with the $5.00 filing fee (to the Rock Island County Clerk's Office in person, or by mail (must include a $5.00 money order made payable to "County Clerk" - no personal checks accepted), to the following address:

Applications by fax and email cannot be accepted. All business owners/partners must sign the form in front of a notary public. The original certificate is then filed in the Rock Island County Clerk's Office, 1504 Third Avenue, Rock Island, IL, At said time, the Clerk's office will issue a notice for publication to the applicants.
Publication
The Assumed Name Publication Notice must be published in one of the following newspapers of general circulation:

The publication notice is to be published once a week for three consecutive weeks. The first of the three (3) notices must be published within 15 days of the initial filing of the Assumed Business Name Application.
After publishing, the newspaper issues a certificate of publication then sends it to the County Clerk's Office to complete the filing requirements. It is the responsibility of the business owner to be sure the publisher's certificate is returned to the County Clerk's Office. Certification of registration will be considered void if proof of publication is not provided.
After receipt of the certificate of publication, the business will be given a Certificate of Ownership of Business, which will be mailed to the business address. This completes the Assumed Business Name Registration process.
